LIMA, Peru -- Tensions between the U.S. and Latin America are once again on the rise. U.S. media reported that in early August, President Donald Trump directed his advisers to examine military options for crushing the region's drug cartels. According to certain accounts, more than 4,000 American troops had been deployed to the surrounding waters.
