TOKYO -- The U.S. is close to formalizing a one-year suspension of port fees and other maritime policies that were intended to counter China's shipbuilding dominance, following through on a key part of the truce U.S. President Donald Trump and Chinese President Xi Jinping struck in South Korea about a week ago.
